Use Local Authority Exam Results Data to Plan More Relevant UK Tutoring Support
Ofqual’s local authority results data can give exam tutors useful local context, but it cannot predict an individual learner’s grade. Use it to ask better questions, then let diagnostic evidence and learner goals determine the plan.

Ofqual’s new local authority exam-results views give tutors a more detailed way to explore qualification outcomes and subject uptake across England. For GCSE and A-level tutors, this is potentially useful context for planning—but only if it is handled with care. A local pattern is not a verdict on a learner, a school or a family.
The practical opportunity is to use local authority exam results data to sharpen your questions: Which subjects are commonly taken locally? Are there patterns worth investigating? Does a learner’s current plan reflect the demands of their chosen course, subject and target grade? The data should start a professional conversation, not end one.
Ofqual says its updated Analytics platform enables users to explore grade outcomes and subject uptake by local authority district, administrative county or unitary authority, and region. The new local-authority breakdowns were announced on 7 August 2026. Read Ofqual’s announcement.
What the local authority data is
Ofqual Analytics presents interactive visualisations based on data Ofqual collects on the qualifications system in England. For the area maps, tutors can select a subject, year, geography and grade measure, then view grade distributions or subject uptake. The GCSE map covers summer series from 2019 to 2025; the A-level map covers 2019 to 2026.
The geography matters. Ofqual assigns results to areas using the postcode recorded for the exam centre in the National Centre Number register. In other words, the map is about the location of the centre attached to the entry, not necessarily a student’s home address, local authority of residence or every place in which they learned. Ofqual also notes that map accuracy depends on those postcode records and that some centres are excluded where postcodes are invalid. Open the GCSE area map and open the A-level area map.
This is England-level infrastructure, even though many tutors work across the UK. Do not use these views as if they describe qualification outcomes in Scotland, Wales or Northern Ireland. For online learners, be especially clear about whether the selected area relates to the learner’s exam centre at all.
What area-level results can tell a tutor
Used well, the data can offer context. For example, it may help a tutor:
- see whether a subject has substantial local uptake before making broad comparisons;
- spot a multi-year pattern that is worth discussing with a school-facing colleague or investigating through further evidence;
- prepare a realistic conversation about the difference between a grade distribution and an individual target;
- consider whether local learners may need clearer information about subject choices, assessment formats or progression routes; and
- avoid relying only on national headlines when planning group provision.
It can also support better course design. A course creator might compare the subjects learners actually enter locally with the subjects currently covered in an intervention programme. That is a reason to review access, examples and workshop topics—not evidence that every learner needs the same revision priority.
What it cannot tell a tutor
Area-level results are aggregated. They cannot establish why outcomes differ, whether one teaching approach caused an outcome, or what a particular learner will achieve. A percentage at a grade is not a prediction model.
Do not infer an individual learner’s readiness from their postcode, school location, family background or local authority label. The learner may have a different centre, subject pathway, prior attainment profile, attendance pattern, access to support, exam-board specification or set of current misconceptions. Even two learners taking the same subject in the same area can need entirely different next steps.
A responsible tutor therefore avoids statements such as, “Students here usually get this grade, so you probably will too,” or “Your area performs poorly, so we must start again from the beginning.” These claims can lower expectations, create unnecessary anxiety and distract from evidence the learner can act on now.
A four-step process: from local context to an individual plan
- Define the decision. Name the decision before opening a map. Are you deciding what to include in a group revision session, whether to offer a subject-specific clinic, or which diagnostic task to set? If the answer is “predict this learner’s grade,” stop: the data is not designed for that purpose.
- Read the local view carefully. Select the appropriate qualification, subject, year, geography and grade threshold. Record the time period and the exam-centre geography. Check subject uptake alongside grade outcomes; a percentage without the surrounding context can be easy to overinterpret.
- Collect learner-level evidence. Use a recent marked assessment, past-paper questions, error analysis, specification-linked checklist, verbal explanation and learner self-report. Identify what the learner can already do independently, where the reasoning breaks down and which exam behaviours are costing marks.
- Choose one visible next action. Turn the evidence into a short plan: reteach a prerequisite, practise a question type, improve retrieval, complete timed work, review feedback, or change revision sequencing. Agree what evidence will show whether the action helped.
The ordering is important: local data supplies a lens; individual evidence supplies the decision.
Questions to ask before changing revision priorities
Before moving time or money towards a new intervention, ask:
- What exact learner need have we observed, rather than assumed?
- Is the selected geography based on the learner’s actual exam centre?
- Are we looking at the correct qualification, subject and series?
- Is there enough learner work to identify a specific knowledge, skill or exam-technique gap?
- Would the proposed activity help this learner’s stated goal and target assessment?
- What would make us reverse or adapt the decision after the next check-in?
If these questions cannot be answered, retain the current plan and set a focused diagnostic task instead. A 20-minute diagnostic conversation plus a carefully chosen exam question will often be more useful than a broad interpretation of an area chart.
How to discuss the data with learners and parents
Lead with purpose and limits. A useful script is: “This chart describes results associated with exam centres in an area. It gives us context, but it does not tell us what you will achieve. We will use your own recent work to decide what to practise next.”
Then make the learner’s evidence visible. Show one strength, one priority and one next action. For example: “Your explanation of the core concept is secure. On the timed question, you lost marks when applying it to an unfamiliar context. We will practise that question type twice this week and review the method together.”
Keep comparison language neutral. Do not rank learners against an area, present a local average as an expectation, or make a family feel responsible for patterns beyond their control. If a parent asks whether a local result means their child is likely to gain a particular grade, answer directly: it does not. Explain the evidence you will use instead.

When individual diagnostic assessment should take priority
Make individual assessment the primary tool when a learner is close to an exam, has an urgent grade requirement, is changing subject or exam board, has inconsistent performance, is returning after absence, or reports anxiety about a specific assessment task. It should also take priority whenever local data conflicts with what you can see in the learner’s work.
For tutors managing several learners, this does not mean abandoning context. It means using context at the programme level and evidence at the learner level. Local results may inform which workshops you offer; diagnostics determine who needs which workshop and what happens next.
